Council of Europe Anti-Torture Committee visits Ukraine


[12.12.02] - A delegation of the Council of Europe's Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) carried out a visit to Ukraine from 24 November to 6 December 2002. It was the CPT's fourth visit to Ukraine.

During the visit, the CPT's delegation paid particular attention to the treatment of persons deprived of their liberty by law enforcement agencies and reviewed developments concerning penitentiary establishments and mental health institutions since its last visit two years ago. The delegation also examined in detail the situation of immigration detainees.

The visit was carried out by the following members of the CPT:

    -     Ole Vedel RASMUSSEN (Danish)
    -     Pierre SCHMIT (Luxemburger)

They were assisted by Friedemann PFÄFFLIN, Psychiatrist, University of Ulm, Germany, as well as by two members of the CPT's Secretariat, Geneviève MAYER (Deputy Executive Secretary) and Cyrille ORIZET.

In the course of the visit, the delegation met in particular L.F. BYKOV, Deputy Director at the Cabinet of Ministers of Ukraine, V.A. LYOVOCHKIN and O.B. PTASHYNSKIY, respectively Director and First Deputy Director of the Department of the Execution of Sentences, V.I. VARENKO, Deputy State Secretary for Internal Affairs, A. P. KARTYSH, Deputy State Secretary of Health et O.G. MELNIK, First Deputy Head of the Committee for the Protection of National Borders of Ukraine.

In addition, the delegation held consultations with V.V. KUDRYAVTSEV, Deputy Prosecutor General of Ukraine. It also had discussions with Nina KARPACHOVA, National Ombudsman of Ukraine.
