Publication of preliminary observations by Council of Europe
Anti-Torture Committee (CPT) after visit to Turkey
in September 2001
The treatment of persons detained by law enforcement agencies; the
introduction of communal activities for prisoners in the new F-type
establishments; the review of Abdullah Öcalan's conditions of detention on the
island of Imrali - these are some of the subjects dealt with in the preliminary
observations made by the CPT's delegation at the end of its September 2001 visit
to Turkey. These observations are published today with the agreement of the
Turkish authorities, together with their response.
