European Committee for the Prevention of Torture: 
Publication of the Swedish Government's response 


STRASBOURG 2.10.95 - The Swedish Government has decided to make public its response to the report drawn up by the Council of Europe's Committee for the Prevention of Torture after its visit to Sweden in August 1994. The response forms part of an ongoing dialogue which was established between the Committee and the Swedish authorities following the Committee's first visit to Sweden in May 1991.

The Committee's report on its 1994 visit was published, at the request of the Swedish Government, in April 1995.


The European Committee for the Prevention of Torture was set up under the Council of Europe's 1987 Convention and is in force between Austria, Belgium, Bulgaria, Cyprus, Czech Republic (as from 1 January 1996), Denmark, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Liechtenstein, Luxembourg, Malta, Norway, the Netherlands, Poland, Portugal, Romania, San Marino, Slovakia, Slovenia, Spain, Sweden, Switzerland, Turkey and the United Kingdom.

The Committee is composed of persons from a variety of backgrounds: lawyers, medical doctors, prison experts, persons with parliamentary experience, etc.

The Committee's task is to examine the treatment of persons deprived of their liberty. For this purpose, it is entitled to visit any place where such persons are held by a public authority. It may formulate recommendations to strengthen, if necessary, their protection against torture and inhuman or degrading treatment or punishment.
