Council of Europe Anti-Torture Committee visits Romania


24.06.2004 - A delegation of the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) carried out a visit to Romania from 15 to 21 June 2004.

The main purpose of the visit was to assess the current situation of patients at Poiana Mare Psychiatric Hospital for the Implementation of Security Measures (Dolj department) and developments in the hospital since the CPT's two previous visits in 1995 and 1999; particular attention was paid to the issue of mortality at the hospital. The delegation also visited Craiova Recovery and Rehabilitation Centre for Disabled Persons (Dolj Department).

During the visit, the CPT's delegation held discussions with Ovidiu BRÎNZAN, Minister for Health, and Aurel NECHITA, Secretary of State in the Ministry for Health, as well as with senior officials from the Health Ministry and the Ministry of Labour, Social Solidarity and Family.

The visit was carried out by three members of the CPT, Pierre SCHMIT, a Luxemburger lawyer (Head of Delegation) , Mario BENEDETTINI, a San Marinese psychologist, and Günsel KOPTAGEL-ILAL, a Turkish psychiatrist. They were supported by Cyrille ORIZET of the CPT's Secretariat and assisted by André LAUBSCHER, Director of the Department of Nursing at the University Hospitals, Geneva, Switzerland (expert).
