[14.02.03] - A delegation of the Council of Europe’s Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) has recently carried out a three-day visit to Romania. The visit began on 9 February 2003.
The visit was carried out by two members of the CPT: Pierre SCHMIT, a Luxemburger lawyer (Head of Delegation) and Marc NEVE, a Belgian lawyer. They were assisted by Cyrille ORIZET of the CPT’s Secretariat.
During the visit, the delegation met Ioan RUS, Minister of the Interior, as well as senior officials from the Interior Ministry.
The main purpose of the visit was to re-examine conditions of detention in the General Directorate of the Police in Bucharest. The CPT visited this establishment in 1995, 1999 and, most recently, September 2002. Following the last visit, the Romanian authorities informed the CPT of measures taken to improve the situation in this establishment and invited the Committee to return to review developments.
