Council of Europe Anti-torture Committee visits Romania


[30.09.02] - A delegation of the Council of Europe's Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) carried out a visit to Romania from 16 to 25 September 2002. It was the CPT's fourth visit to Romania.

During the visit, the CPT's delegation examined in particular developments concerning the treatment of persons detained by the police, as well as the treatment of involuntary patients in different types of mental health establishments. 

The visit was carried out by the following members of the CPT: · 

-    Pierre SCHMIT (Head of Delegation) (Luxemburger) · 
-    Mario BENEDETTINI (San Marinese) 
-    Fatmir BRAKA (Albanian) 
-    Nikola MATOVSKI (citizen of "the former Yugoslav Republic of Macedonia") 
-    Marc NEVE (Belgian) 
-    Jean-Pierre RESTELLINI (Swiss)

They were assisted by André LAUBSCHER, Director of the Department of Nursing at the University Hospitals, Geneva, Switzerland, Laurence MARECHAL-BONNEMORT, Psychiatrist, Department of Child and Juvenile Psychiatry, Lannemezan Hospital, France, as well as by Jan MALINOWSKI and Cyrille ORIZET of the CPT's Secretariat.

In the course of the visit, the delegation met Cristina TARCEA, Secretary of State for Justice, Pavel ABRAHAM, Secretary of State for the Interior, Luminita GHEORGHIU, Secretary of State for Health and Family, Constantin STOENESCU, Secretary of State for Handicapped Persons, and Emilian STANISOR, Director General of Prisons.

The delegation visited the following places:

Police establishments

- General Inspectorate of the Police, Bucharest 
- General Directorate of the Police of Bucharest 
- Police holding facilities at Braila, Galati, Iasi, Ploiesti and Tulcea 
- Detention Centre for Foreigners in Otopeni and holding facilities in the transit zone at Otopeni Airport

Prisons

- Tulcea Prison (including the unit at Chilia Veche)

Mental health establishments

- Voila Psychiatric Hospital, Prahova 
- Padureni-Grajduri Hospital for the Implementation of Security Measures, Iasi 
- Racaciuni Neuro-Psychiatric Recovery and Rehabilitation Centre, Bacau
