[01.12.03] - A delegation of the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) recently carried out a nine-day visit to Portugal. The visit began on 18 November 2003.
During the visit, the CPT's delegation examined the treatment of persons
detained by law enforcement agencies and the fundamental safeguards against
ill-treatment offered to such persons. It also reviewed the conditions of
detention in prisons, including in Porto Central Prison, an establishment
visited for the fifth time by the CPT. Further, the delegation examined for the
first time the treatment of patients in a penitentiary psychiatric hospital.
The visit was carried out by the following members of the CPT:

They were supported by Hanne JUNCHER and Cyrille ORIZET of the CPT's
Secretariat and assisted by Eric DURAND, medical doctor, former head of the
health-care service at Fleury-Mérogis Remand Prison, France (expert) and Daniel
GLEZER, psychiatrist, former head of the Regional Prison Psychiatric Service,
Regional Medical and Psychological Service at Marseilles "Les
Baumettes" Remand Prison, France (expert).
During the visit, the CPT's delegation held discussions with Celeste CARDONA,
Minister for Justice, António de FIGUEREDO LOPES, Minister for Internal
Administration, and Luís PAIS DE SOUSA, Deputy State Secretary to the Minister
for Internal Administration. In addition, the delegation met with senior
officials of the Ministries of Justice and Internal Administration. It also met
Henrique NASCIMENTO RODRIGUES, Ombudsman (Provedor da Justiça).
