[24.07.02] - A delegation of the Council of Europe's Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) recently carried out a five-day visit to "the former Yugoslav Republic of Macedonia". The visit began on 15 July 2002. It was the Committee's third visit to the "the former Yugoslav Republic of Macedonia".
The main purpose of the visit was to examine the treatment of persons detained by the law enforcement agencies (Ministry of the Interior). The delegation visited a number of police establishments and also interviewed persons who had recently been in police custody. In addition, the delegation examined the efficacy of legal remedies in cases involving allegations of ill-treatment, and reviewed action taken upon police-related recommendations made by the CPT after previous visits to "the former Yugoslav Republic of Macedonia".
The visit was carried out by the following members of the CPT:
They were assisted by two experts, Dan DERMENGIU, Professor, Chair of Forensic Medicine Department, Medical Faculty "Carol Davila", Bucharest, Romania, and Mark KELLY, Director, Human Rights Consultants, Dublin, Ireland, as well as by Fabrice KELLENS (Head of Unit) and Bojana URUMOVA of the CPT's Secretariat.
During the visit, the delegation met senior officials from the Ministries of Justice, of the Interior and Foreign Affairs, as well as judicial and prosecuting authorities.

The delegation also went to the remand section of Skopje Prison in order to gather further information relating to deprivation of liberty by the police.
