Council of Europe Anti-Torture Committee visits Moldova


Strasbourg, 26.09.2007 - A delegation of the Council of Europe's Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) recently carried out an eleven-day visit to Moldova. The visit, which began on 14 September 2007, was the CPT’s fourth periodic visit to that country.

During the visit, the CPT’s delegation reviewed the treatment of persons detained by the police, including the application in practice of safeguards against ill-treatment and conditions of detention in police establishments. It also assessed the progress made by the Moldovan authorities in the area of prisons, paying particular attention to the treatment provided to prisoners suffering from tuberculosis and the situation of life-sentenced prisoners. Further, the delegation visited Penitentiary establishment No. 13 in Chişinău in order to examine the manner in which staff had handled a recent mass disobedience by inmates. In addition, the delegation visited Chişinău Clinical Psychiatric Hospital and, for the first time in Moldova, a social care home for persons with psychiatric/mental disorders.

In the course of the visit, the CPT’s delegation held consultations with Vitalie PÎRLOG, Minister of Justice, Igor BODORIN, Deputy Minister of Internal Affairs, Mircea BUGA, Deputy Minister of Health, Lucia GAVRILIŢĂ, Deputy Minister of Social Protection, Family and Child, Vasile PASCARI, First Deputy Prosecutor General, Vladimir TROFIM, Director of the Department of Penitentiary Institutions, as well as other senior officials from relevant Ministries and bodies. It also met Iurie PEREVOZNIC and Ivan CUCU, Parliamentary Advocates, and held discussions with representatives of non-governmental and international organisations active in areas of concern to the CPT.

At the end of the visit, the delegation presented its preliminary observations to the Moldovan authorities.

They were supported by Petya NESTOROVA (Head of Division) and Johan FRIESTEDT of the CPT's Secretariat, and assisted by Cyrille ORIZET, psychiatrist, Georges Pompidou European Hospital, Paris, France (expert), and André VALLOTTON, former Director of the Prison Service of the Canton of Vaud, Switzerland (expert).

    -     Temporary detention isolator, Chişinău Police Headquarters
    -     Temporary detention isolator, Operational Services Department, Chişinău
    -     Temporary detention isolator, Anenii Noi
    -     Temporary detention isolator, Călăraşi
    -     Temporary detention isolator and police station, Leova
    -     Temporary detention isolator and police station, Străşeni
    -     Centru, Botanica and Rîşcani district police stations, Chişinău
    -     Temporary placement centre for minors, Chişinău

Establishments under the Ministry of Justice

    -     Penitentiary establishment No. 3, Leova
    -     Penitentiary establishment No. 8, Bender (follow-up visit)
    -     Penitentiary establishment No. 13, Chişinău (follow-up visit)
    -     Penitentiary establishment No. 17, Rezina (follow-up visit)
    -     Penitentiary establishment No. 18, Brăneşti

In addition, the delegation met medical staff at the Penitentiary Hospital in Pruncul with a view to assessing the treatment provided to prisoners suffering from tuberculosis.
