01.12.2005 – A delegation of the Council of Europe Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) carried out a visit to Moldova from 21 to 25 November 2005.
In the course of the visit, the CPT’s representatives held talks with senior officials of the Ministry of Justice and the Ministry of Internal Affairs, as well as with members of the Prosecutor General’s Office. These talks focussed on the measures taken by the Moldovan authorities in the light of the Committee’s findings during its most recent periodic visit to Moldova, in September 2004. The delegation met, in particular, Nicolae ESANU, Deputy Minister of Justice, Igor BODORİN, Deputy Minister of Internal Affairs, Vladimir TROFIM, Director General of the Directorate of Penitentiary Institutions, and Alexandr STOIANOGLO, Deputy to the Prosecutor General.
In the course of the visit, the CPT’s delegation also examined recent developments on the spot concerning prisons and the police. For this purpose, it visited the following places:
Penitentiary establishments
- Hospital for prisoners suffering from tuberculosis,
Prison No. 17, Rezina
- Unit for life-sentenced prisoners at Prison No. 17,
Rezina
Police establishments
- EDP (temporary detention facility) of the
Department for the fight against organised crime, Bucuria street, Chişinău
- EDP of the Municipal Police Headquarters, Tighina
street, Chişinău
The visit was carried out by the following members of the CPT:
