06.04.2006 A delegation of the Council of Europe's Committee for the Prevention
of Torture and Inhuman or Degrading Treatment or Punishment (CPT) recently
carried out a four-day visit to Monaco. During the visit, which began on 28
March 2006, the CPT examined for the first time the treatment of persons
deprived of their liberty in Monaco.
The visit was carried out by the following members of the CPT:
- Petros MICHAELIDES (Head of the
delegation) (Cypriot)
- Fatmir BRAKA (Albanian)
- Marc NÈVE (Belgian)
- Joan-Miquel RASCAGNERES LLAGOSTERA
(Andorran).
They were assisted by Joan CABEZA GIMENEZ, a psychiatrist at Andorra Prison (expert), and supported by Fabrice KELLENS, Head of Unit of the CPT's Secretariat.
In the course of the visit, the delegation had meetings with Jean-Paul
PROUST, Minister of State, Philippe DESLANDES, Counsellor on Home Affairs, Denis
RAVERA, Counsellor on Health and Social Issues, and Rainer IMPERTI, Counsellor
on External Relations, as well as with Philippe NARMINO, Director of Judicial
Services. They were accompanied by Didier GAMERDINGER, Director General of the
Department of Home Affairs, Thierry PICCO, Director General of the Department
for Health and Social Issues, and Martine PROVENCE, Secretary General of the
Judicial Services Directorate. The delegation also held talks with Annie
BRUNET-FUSTER, General Prosecutor.
The delegation visited the following places:
Police Establishments
- Central Directorate of Public
Security
- Monte-Carlo District Police Station
- Court holding cells
Prisons
- Monaco Remand Prison
Psychiatric Establishments
- Department of Psychiatry and Medical Psychology, Princess Grace Hospital
At the end of the visit, the delegation provided the authorities of the Principality of Monaco with its preliminary observations on its findings.
