Council of Europe anti-torture Committee visits Italy


Strasbourg, 04.08.2009 – A delegation of the Council of Europe's Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) carried out an ad hoc visit to Italy from 27 to 31 July 2009. It was the Committee’s eighth visit to this country.

During the visit, the delegation examined various issues pertaining to the Government’s new policy to intercept at sea irregular migrants approaching Italy’s Southern Mediterranean border and send them back to Libya. In particular, the delegation focused its attention on the system of safeguards in place to ensure that no one is sent to a country where there are substantial grounds for believing that he/she would run a real risk of being subjected to torture or ill-treatment.

In the course of the visit, the delegation held consultations with high officials of the Ministry of Interior, Ministry of Justice, and Ministry of Defence as well as with representatives of the Carabinieri, Guardia di Finanza, Guardia Costiera and Marina Militare. Further, it met representatives of non-governmental organisations active in areas of concern to the CPT.

At the end of the visit, the delegation presented its preliminary observations to the Italian authorities.

The visit was carried out by the following members of the CPT:

- Jean-Pierre Restellini (Swiss), Head of delegation
- Dajena Pollo (Albanian)
- Xavier Ronsin (French).

They were supported by Caterina BOLOGNESE and Francesca MONTAGNA of the CPT's Secretariat, and assisted by Catherine PAULET, psychiatrist, Head of the Regional Medico-Psychological Service (SMPR) at Les Baumettes Prison, Marseille, France.

The delegation visited the following establishments:

- Centre for the Identification and Expulsion (CIE) of irregular immigrants, Ponte Galeria, Rome
- Centre for the Reception (CDA) of immigrants, Contrada Pian del Lago, Caltanissetta
- “Prospettiva” Centre for minors, Catania
- “Germoglio” Centre for minors, Caltanissetta.
