Strasbourg, 02.10.2008 – A delegation of the Council of Europe's Committee
for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment
(CPT) carried out a periodic visit to Italy from 14 to 26 September 2008. It was
the CPT’s seventh visit to this country.
During the visit, particular attention was paid to the treatment of persons
deprived of their liberty by law enforcement officials and to the conditions of
detention under which foreign nationals are held in identification and expulsion
centres. The delegation also examined in detail various issues related to
prisons, including the situation of prisoners who are subject to a maximum
security regime (the “41-bis” regime), overcrowding and prison health care. It
also visited a judicial psychiatric hospital (OPG) and a civil psychiatric
facility where patients may be subjected to “involuntary medical treatment”
(TSO).
In the course of the visit, the delegation had fruitful consultations with
Angelino ALFANO, Minister of Justice, and Michelino DAVICO, Under-Secretary of
State of the Ministry of the Interior. It also held meetings with senior
officials from the Ministries of Foreign Affairs, the Ministry of Justice, the
Ministry of the Interior and the Ministry of Labour, Health and Social Policies,
as well as with representatives of the Carabinieri and the Guardia di Finanza.
Further, it met representatives of non-governmental organisations active in
areas of concern to the CPT.
At the end of the visit, the delegation presented its preliminary observations
to the Italian authorities.

of the University Institute of Forensic Medicine in Geneva (Switzerland), and
Catherine PAULET, psychiatrist, Head of the Regional Medico-Psychological
Service at Baumettes Prison in Marseille (France).

In addition, the delegation went to Naples-Poggioreale Prison, in order to
interview newly-arrived remand prisoners. It also paid a brief visit to the OPG
in Naples-Secondigliano, in order to examine how means of restraint are used.
