Council of Europe Anti-Torture Committee visits
France
22.12.2004 - A delegation of the European Committee for the Prevention of
Torture and Inhuman or Degrading Treatment or Punishment (CPT) recently carried
out a one-week visit to the département of Reunion. The visit began on 13
December 2004. The main purpose of the visit was to assess the situation in the
prisons in this administrative region of France. The delegation also examined
the treatment of persons placed in police custody on the island of Reunion.
The visit was carried out by the following members of the CPT:

They were supported by Geneviève MAYER, Deputy Executive Secretary of the CPT,
and Cyrille ORIZET from the Secretariat of the CPT, and assisted by Dan
DERMENGIU, doctor, Head of the Forensic Medicine Department, Medical Faculty
"Carol Davila", Bucharest, Romania (expert).
The delegation visited the following places:
- Saint-Denis Remand Prison
- Le Port Prison
- Secure rooms in Felix Guyon General
Hospital
- Saint-Denis Police Headquarters,
Malartic Street
- Le Port Police Headquarters, Avenue
of the Paris Commune
- Territorial Gendarmerie Brigade at
La Possession, Pablo Neruda Street
- Joint Custody unit of the
Territorial and Research Gendarmerie Brigades at St Paul
