Council of Europe Anti-Torture Committee
publishes report on France
Strasbourg, 31.03.2004 - The Council of Europe's Committee for the prevention
of torture and inhuman or degrading treatment or punishment (CPT) has today
published the report on its visit to France in
June 2003, together with the French Government's response.
These documents have been made public with the agreement of the French
authorities.
The recent and alarming increase in overcrowding in remand prisons and in the
number of suicides among prisoners were the main reasons for the Committee's
visit. The visit was also an opportunity to examine developments concerning the
regimes offered to prisoners serving long sentences and to review conditions of
detention and fundamental safeguards in the context of police custody.
