Visit to Finland by the Council of Europe 
Anti-Torture Committee


[23.09.03] - The Council of Europe's Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) carried out a visit to Finland from 7 to 17 September 2003. It was the Committee's third visit to Finland.

The CPT’s delegation reviewed measures taken by the Finnish authorities in response to the Committee’s recommendations made after its 1992 and 1998 visits, in particular as regards the safeguards offered to persons detained by the police, the situation of remand prisoners in police and prison establishments, and the treatment of immigration detainees, especially in the recently opened Helsinki Custody Unit. For the first time in Finland, the CPT’s delegation examined conditions and the operation of legal safeguards in a forensic psychiatric establishment.

In the course of the visit, the CPT's delegation met Johannes KOSKINEN, Minister of Justice, Kari RAJAMÄKI, Minister of the Interior, Sinikka MÖNKÄRE, Minister of Social Affairs and Health, Riitta-Leena PAUNIO, Parliamentary Ombudsman, and Jaakko JONKKA, Deputy Chancellor of Justice. It also held talks with senior officials from the Ministries of Justice, Interior, and Social Affairs and Health, as well as with officials responsible for migration affairs at the Ministry of Labour, and with Mikko PUUMALAINEN, Ombudsman for Minorities.

The visit was carried out by the following members of the CPT:
