Strasbourg, 27.04.2005 - The Council of Europe's Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) has published today the report on its visit to Estonia in September 2003, together with the Estonian Government's response. These documents have been made public with the agreement of the Estonian authorities.
During this visit, the CPT's delegation reviewed measures taken by the Estonian authorities in response to the recommendations made by the Committee after the 1999 visit, in particular as regards the safeguards offered to persons detained by the police and conditions of detention in police arrest houses. In addition, visits were carried out to a psychiatric hospital as well as a social welfare home for persons with severe learning disabilities.
