A delegation of the Council of Europe's Committee for the Prevention of Torture
and Inhuman or Degrading Treatment or Punishment (CPT) carried out a visit to
Estonia from 23 to 30 September
2003. It was the Committee's third visit to Estonia.
During the visit,
the CPTs delegation followed
up a certain number of issues already examined during the two previous visits,
in particular in respect of conditions of detention in police arrest houses and
prisons. In addition, visits were carried out to a psychiatric hospital and a
social care home.
The
visit was carried out by the following members of the CPT:

They

well as by Bojana URUMOVA and Michael NEURAUTER of the CPT's Secretariat.
In the
course of the visit, the delegation held consultations with Ken-Marti VAHER,
Minister of Justice, and Allar Jõks,
Legal Chancellor of the Republic, as well as with senior officials from the
Ministries of Justice, the Interior, and Social Affairs.
