Strasbourg, 19.10.2007 A delegation of the Council of Europe's Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) recently carried out a two-week visit to Switzerland. The visit, which began on 24 September 2007, was the CPT's fifth visit to this country.
During the visit, the delegation followed up a certain number of issues examined during previous visits, in particular, the fundamental safeguards against ill-treatment offered to persons in police custody and the situation of persons deprived of their liberty under aliens legislation. In the area of prisons, particular attention was paid to the conditions of detention of persons against whom a compulsory placement measure or institutional therapeutic measures had been ordered, as well as to conditions in the security units. The delegation also examined the situation of juveniles and young adults in education centres.
In the course of the visit, the delegation met Christoph BLOCHER, Federal Counsellor, Head of the Federal Department of Justice and Police. It also held discussions with several senior officials from that Department and from the cantons it visited, as well as with representatives of the Conference of Directors of the Cantonal Justice and Police Departments.
At the end of the visit, the delegation presented its preliminary observations to the Swiss authorities.
