Council of Europe Anti-Torture Committee
visits Belgium


03.05.2005 - A delegation of the Council of Europe's Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) carried out a visit to Belgium from 18 to 27 April 2005. It was the Committee's fourth periodic visit to Belgium.

The CPT's delegation followed up a number of issues examined during previous visits, in particular the treatment of persons deprived of their liberty by the police, the procedures and methods applied during the repatriation by air of foreign nationals, as well as the situation in prisons and psychiatric hospitals. It also visited for the first time "De Grubbe" Closed Centre for the temporary placement of minors in Everberg and the Forensic Psychiatric Departments at the Sint-Kamillus University Psychiatric Centre in Bierbeek.

In the course of the visit, the CPT's delegation held consultations with Laurette ONKELINX, Deputy Prime Minister and Minister of Justice, Inge VERVOTTE, Flemish Minister for Welfare, Public Health and the Family, and Catherine FONCK, Minister of Health and Youth Aid of the Belgian French Community, as well as with senior officials of the Ministry of the Interior, Justice and Public Health and authorities at regional and community levels. It also met the College of Federal Mediators, the Permanent Control Committee of the Police Forces, the Inspectorate General of the Federal and Local Police Forces, the General Delegate of the French Community for the Rights of the Child and the Children's Rights Commissioner at the Flemish Parliament.

The visit was carried out by the following members of the CPT:

    -     Günsel KOPTAGEL-İLAL (Turkish)
    -     Joan-Miquel RASCAGNÈRES LLAGOSTERA (Andorran)
    -     Florin STĂNESCU (Romanian).

They were supported by Fabrice KELLENS (Head of Unit), Muriel ISELI and Marco LEIDEKKER of the CPT's Secretariat, and assisted by two experts: Daniel GLEZER, Psychiatrist, former Head of Prison Psychiatry at the Regional Medical Psychological Department at "Les Baumettes" Prison, Marseille (France), and Christian-Nils ROBERT, Professor in Criminal Law and Criminology at the University of Geneva (Switzerland).

The delegation visited the following places:

Law enforcement establishments

    -     Central Police Station (Rue du Marché au Charbon), Brussels
    -     Anderlecht (Rue Démosthène) and Molenbeek (Rue du Facteur et
          Quai des Charbonnages) Police Stations
    -     Holding cells at Liège Court of Justice
    -     INAD Centre, Brussels-National Airport

Prisons

    -     Andenne Prison
    -     Namur Prison (in particular the Psychiatric Annex and the Disciplinary Unit)

Psychiatric establishments

    -     Forensic Psychiatric Departments at the Sint-Kamillus University Psychiatric Centre, Bierbeek
    -     Jean Titeca Hospital, Brussels

Other establishments

    -     "De Grubbe" Closed Centre for the temporary placement of minors, Everberg

In addition, the delegation visited the Security Detachment of the Federal Police at Brussels-National Airport and the Repatriation Centre 127bis in Steenokkerzeel to assess progress made regarding repatriation procedures.
