Council of Europe Anti-Torture Committee visits Azerbaijan


10.12.2002 - A delegation of the Council of Europe's Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) has recently carried out its first visit to Azerbaijan. The visit took place from 24 November to 6 December 2002 and was organised within the framework of the CPT's programme of periodic visits for 2002.

Council of Europe Anti-torture Committee visits AzerbaijanDuring the visit, the CPT's delegation focused its attention on the treatment of persons detained by the police, the situation of remand prisoners, the care provided to inmates suffering from tuberculosis, and conditions in military detention facilities. The delegation also visited a centre for forensic psychiatric assessment and two Border Guard establishments.

The visit was carried out by the following members of the CPT:

- Volodymyr YEVINTOV (Head of Delegation) (Ukrainian)
- Antoni ALEIX CAMP (Andorran)
- Nikola MATOVSKI (citizen of "the former Yugoslav Republic of Macedonia")
- Marc NEVE (Belgian)
- Jean-Pierre RESTELLINI (Swiss).

They were assisted by Włodzimierz MARKIEWICZ, former Director General of the Polish Prison Administration and Catherine PAULET, Psychiatrist, Marseille Regional Medical and Psychological Service, France, as well as by Petya NESTOROVA and Borys WÒDZ of the CPT's Secretariat.

At the outset of the visit, the CPT's delegation held consultations with Fikrat MAMMADOV, Minister of Justice, Ali INSANOV, Minister of Health, Oruj ZALOV, Deputy Minister of Internal Affairs, Zakir QARALOV, Prosecutor General, and Elmira SULEYMANOVA, Human Rights Commissioner.

    -      Temporary detention centre No 1 of the Police Directorate of the City of Baku
    -      Temporary detention centre No 2 of the Police Directorate of the City of Baku
    -      Temporary detention centre of the Department for combating organised crime, Baku
    -      Special reception station of the Police Directorate of the City of Baku, Khatai District
   
-      Reception and distribution centre of the Police Directorate of the City of Baku, Binagadi District
   
-      Reception and distribution centre for minors of the Police Directorate of the City of Baku, Khatai District
   
-      Police stations No 5, 19, 21, 22 and 39, Baku
    -      Temporary detention centre of the Police Department of Ganja
   
-      Police station of Nizami District, Ganja
   
-      Temporary detention centre of the Police Division of Lenkoran
   
-      Police station, Liman
    -      Temporary detention centre of the Police Division of Masalli

    -     Investigative isolator (pre-trial establishment) of the Ministry of National Security, Baku

    -     Investigative isolator No 1, Bayil settlement, Baku

    -     Specialised medical establishment for prisoners suffering from tuberculosis, Bina settlement, Baku
