Strasbourg, 15.04.2002 - Walter Schwimmer, Secretary General of the Council of Europe, today welcomed the ratification by Azerbaijan of the European Convention on Human Rights as well as the additional protocol abolishing the death penalty. "By fulfilling one of the major commitments made upon accession to the Organisation, Azerbaijan is taking an important step forward that will allow all those who live on its territory to benefit from the protection offered by these instruments", the Secretary General said.

The Representative of Azerbaijan also handed over the text of a declaration, concerning the geographic application of the Convention with regard to the part of the country not under the control of the government. At the same time, Azerbaijan deposited the instruments of ratification of the European Convention for the Prevention of Torture and of the European Charter of Local Self-Government.
