Council of Europe Anti-torture Committee visits Armenia


[23.10.02] - A delegation of the Council of Europe's Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) carried out its first visit to Armenia from 6 to 17 October 2002. The visit took place shortly after the entry into force, in respect of Armenia, of the European Convention for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment.

During the visit, the CPT's delegation focused its attention on the treatment of persons detained by the police, on the conditions of detention in Armenian penal establishments and on the situation in military detention facilities. The delegation also visited a psychiatric establishment, where it examined, in particular, the wards for compulsory treatment and for forensic psychiatric assessment.

The visit was carried out by the following members of the CPT:

    -     Andres LEHTMETS (Estonian)

They were assisted by Andrew COYLE, Director of the International Centre for Prison Studies, London, United Kingdom, Marianne KASTRUP, Psychiatrist, Centre for Transcultural Psychiatry, Copenhagen, Denmark, as well as by Wolfgang RAU and Borys WÒDZ of the CPT's Secretariat.

In the course of the visit, the CPT's delegation held consultations with Davit HARUTYUNYAN, Minister of Justice, Ararat MKRTCHYAN, Minister for Public Health, Ararat MAHTESYAN, First Deputy Minister of Internal Affairs, Vladimir SARGSYAN, Head of Investigation Department at the Ministry of National Security, Hayrakam STEPANYAN, First Deputy Director of Military Police, and Vahgarshak VARDANYAN, Head of the Department for Supervision of Implementation of Criminal Punishments of the General Prosecutor's Office.
