Council of Europe anti-torture Committee visits
Albania
Strasbourg, 26.06.2008 – A delegation of the Council of Europe's Committee
for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment
(CPT) carried out a visit to Albania from 16 to 20 June 2008.
The main objective of the visit was to review progress made as regards the
implementation of the recommendations made by the CPT following its May/June
2005 and March 2006 visits to Albania. Particular attention was paid to the
treatment of persons detained by the police and conditions of detention in
remand prisons and pre-trial detention centres.
In the course of the visit, the delegation had fruitful consultations with
Enkelejd ALIBEAJ, Minister of Justice, Gent STRAZIMIRI, Deputy Minister of the
Interior, Gazmend DIBRA, Director General of Prisons, and Ahmet PRENÇI, Director
General of the State Police, as well as with other senior officials of the
relevant ministries. It also met Ermir DOBJANI, People’s Advocate, and
representatives of non-governmental organisations active in areas of concern to
the CPT.
At the end of the visit, the delegation presented its preliminary observations
to the Albanian authorities.
The visit was carried out by the following members of the CPT:

- Mario FELICE (Maltese).
They were supported by Michael NEURAUTER (Head of Division) and Elvin ALIYEV of
the CPT's Secretariat, and assisted by Eric DURAND, medical doctor, former Head
of medical services at Fleury-Mérogis Prison (France).

- Korca Pre-Trial Detention Centre
- Vlora Pre-Trial Detention Centre.
