09.06.05 - A delegation of the Council of Europe's Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) carried out a periodic visit to Albania from 23 May to 3 June 2005. It was the Committee's sixth visit to Albania.
The delegation followed up a number of issues examined during the previous visits concerning, in particular, the treatment of persons detained by law enforcement agencies and the conditions of detention in pre-trial detention facilities, as well as in high-security prisons. In addition, the delegation reviewed the efficacy of legal remedies in a number of individual cases involving allegations of police ill-treatment. For the first time, the delegation examined in detail the situation of mentally ill prisoners and persons who have been declared criminally irresponsible. The delegation also carried out a follow-up visit to Vlora Psychiatric Hospital.
The visit was carried out by the following members of the CPT:

They were supported by Michael NEURAUTER, Caterina BOLOGNESE and Marco LEIDEKKER of the CPT's Secretariat and assisted by two experts, Eric DURAND, former Head of the Medical Services at Fleury-Mérogis Prison (France), and Catherine PAULET, Psychiatrist, Head of the Prison Psychiatric Service at "Les Baumettes" Remand Prison, Marseille (France).
In the course of the visit, the delegation held meetings with Igli TOSKA, Minister of Public Order, Ëngjëll BEJTAJ, Minister of Health, and Anastas DURO, Deputy Minister of Justice, as well as with Jorgo DHRAMI, Deputy People’s Advocate. In addition, it met several senior officials from the Ministries concerned (including the Ministry of Labour and Social Affairs), as well as judges and prosecutors.
